GURGAON WILL HENCEFORTH BE CALLED GURUGRAM. THE NAME'S OFFICIAL

GURGAON: It's official. Gurgaon will henceforth be called Gurugram.

Chief minister Manohar Lal Khattar said on Tuesday the Union government has accepted its proposal for the Mahabharata-inspired name change on Tuesday. "From now on, both the city and the district of Gurgaon will be known as Gurugram," Khattar said, shortly after presiding over the first meeting of the state-level Swarna Jayanti (golden jubilee) celebrations committee in Panchkula.

The chief minister had announced the name change on April 12 this year. That the Centre has accorded its approval within six months has surprised many. "I wish the BJP government shows the same alacrity in changing the face of the city, by improving the crumbling infrastructure that is plaguing the city. As a person who was born in here, I'll continue to call it Gurgaon," said Swaraj Abhiyan founder Yogendra Yadav, who contested the 2014 Lok Sabha election from Gurgaon.

Gurgaon MP Rao Inderjit Singh welcomed the move with caution. "While I welcome this decision, I want to add that a name alone will not suffice. There needs to be development as well," he said.

In February 2012, the MCG house had passed a resolution to change the name from Gurgaon to Gurugram. In fact, much before the resolution was passed by the house, former MCG commissioner Rajesh Khullar, who is now the personal secretary to CM Khattar, had proposed the name change in 2010.

According to sources, one of the reasons behind the promptness shown is because of the grand celebration planned to mark the 50th anniversary of the state, which will be held in Gurugram on November 1. Prime Minister Narendra Modi will be the chief guest at the occasion. The Khattar government is also keen to launch the Gurugram Development Authority (GDA) before November 1.

"The CM is trying to speed up the process to ensure the city gets a new name officially before the year-long golden jubilee celebrations begin. His government kept following up with the Union ministry of home affairs, in order to be sure the proposal is approved at the earliest," said a senior district official.

गुड़गांव नहीं अब गुरुग्राम कहिए, मोदी सरकार ने नए नाम को दी मंजूरी

गुड़गांव का नाम गुरुग्राम करने को केंद्र सरकार ने अपनी मंजूरी दे दी है. हरियाणा के मुख्यमंत्री मनोहर लाल खट्टर ने मंगलवार को कहा कि शहर के साथ-साथ गुड़गांव जिला भी अब गुरुग्राम के रूप में जाना जाएगा.

अप्रैल में हुई थी नाम बदलने की घोषणा

राष्ट्रीय राजधानी नई दिल्ली से सटा गुड़गांव 'मिलेनियम सिटी' के रूप में भी जाना जाता है. हरियाणा की बीजेपी सरकार ने इस साल अप्रैल में गुड़गांव का नाम बदल कर गुरुग्राम करने की घोषणा की थी.

राज्य सरकार के एक प्रवक्ता ने कहा था, 'गुड़गांव का नाम गुरुग्राम के रूप में बदलने का निर्णय अनेक मंचों से मिली रिपोर्ट के आधार पर किया गया था. इसलिए गुड़गांव का गुरुग्राम के रूप में नामकरण उचित होगा.'

सरकारी प्रवक्ता ने कहा, 'हरियाणा भगवद् गीता की भूमि है और गुरगांव शिक्षा का एक केंद्र रहा था. गुरु द्रोणाचार्य के समय से यह गुरगांव के रूप में जाना जाता रहा था. यहां राजकुमारों को शिक्षा दी जाती थी. इसलिए काफी समय से इस क्षेत्र के लोग इसका नाम गुरुग्राम करने की मांग कर रहे थे.'

गुड़गांव देश और दुनिया भर में एक औद्योगिक, सूचना प्रौद्योगिकी, सॉफ्टवेयर और कंपनियों के केंद्र के रूप में जाना जाता है. अनेक विदेशी कंपनियों और प्रमुख देशी कंपनियों के कार्यालय यहां स्थित हैं.

Haryana Notifies VAT at 1% for Developers, Contractors Projects in Haryana

Gurugram: The decision will not only make life easier for buyers but will also prompt developers to deposit VAT as a large number of them have challenged the Haryana excise and taxation department after notices were issued to them for payment.

Spelling relief for apartment buyers in the state, the Haryana government has notified the value added tax (VAT) at the rate of 1% for real estate projects built till March 31, 2014.

The decision will not only make life easier for buyers but will also prompt developers to deposit VAT as a large number of them have challenged the Haryana excise and taxation department after notices were issued to them for payment.

A notification issued by Haryana government on September 12 states that the Haryana Alternative Tax Compliance Scheme for Contractors, 2016, is an amnesty scheme for the recovery of tax, interest, penalty or other dues payable under the Value Added Act, 2003, for the period up to March 31, 2014, and earlier. This means that the retrospective rate of payment of tax would be 1% and not the 4% or 5% as demanded by developers.

Haryana finance minister Capt. Abhimanyu during the National National Real Estate Development Council (NAREDCO) Convention held in New Delhi on August 19 had assured developers to decide the VAT and fix the rate at 1%, said Parveen Jain, president, NAREDCO.

As per the scheme, the contractor or developer shall calculate and declare his year-wise liability under this scheme and shall pay 25% of the total amount due with the application. The balance 75% is to be paid in three quarterly instalments, each payable within 15 days of the end of the next quarter without interest.

A committee comprising two senior most excise and taxation officers and the assessing authority shall examine the application.

Samir Yadav, deputy excise and taxation commissioner, Gurgaon, said a contractor opting for this scheme shall apply online within 90 days from the date of notification. “This scheme will reduce litigation to a large extent and will also bring clarity about the payment of value added tax by developers,” Yadav said.

For consumers, the amnesty scheme means that they cannot be forced to pay 4 to 5% VAT, and in some cases even more.

In case, the buyers have paid VAT higher than 1%, then they will either be refunded or the amount will be adjusted towards purchase of property, said Jain.

“This decision has put to rest speculation and uncertainty. It will ensure an end to pending litigations... this decision shall generate more revenue for the government,” Jain said.

Haryana FM Agrees to Fix Limit of VAT to 1% in Real Estate

GURGAON: In a recently held NAREDCO 13th Nation Convention at New Delhi, Captain Abhimanyu the Finance Minister of Haryana has agreed to fix the limit of VAT to 1% in Real Estate in Haryana and this government's decision is welcome and appreciated by NAREDCO.
NAREDCO (National Real Estate Development Council), the apex national body for the Real Estate Industry which works under the aegis of Ministry of Housing & Urban Poverty Alleviation.

President NAREDCO Parveen Jain said that as far as VAT in Real estate in Haryana is concerned, NAREDCO had requested the government to kindly look into the matter of past and present scenarios to understand the grievances, problems and uphill tasks faced by the end-users and developers regarding this aspect. Being a real estate body we welcome the move of Haryana Government.

This decision of fixing 1% VAT has put to rest all the speculations, uncertainty prevailing earlier and all the pending litigations, cases shall be abolished. The chaos and uphill task being faced by the builders and end-users regarding this aspect shall hopefully come to a halt by this decision and also it shall generate more government revenue. So now it is a sign of relief after the announcement of fixing the VAT rate as 1%.

HUDA Starts Work To Complete Remaining Portion of Southern Peripheral Road

HUDA is planning to make SPR operation by mid-September and for this around 16 oustees of Rambir Ki Dhani were allotted alternative plots in Sector 49 on August 24.

GURGAON: Haryana Urban Development Authority (HUDA) started work for completing remaining portion of Southern Peripheral Road (SPR) on Saturday by removing structures from Rambir Ki Dhani. The completion of SPR will resolve the connectivity problem in new sectors 58-80 and expected to reduce traffic load on NH-8.

HUDA is planning to make SPR operation by mid-September and for this around 16 oustees of Rambir Ki Dhani were allotted alternative plots in Sector 49 on August 24. It has cleared the last obstacle coming in the way of 16km-long SPR which originate from Gurgaon-Faridabad Road near Ghata and meet NH-8 near Kherki Dhaula via Sohna Road.

HUDA officials along with around 100 policemen reached at Rambir Ki Dhani on Saturday for removal of the structures of oustees, who have been allotted alternative plots, and simultaneously started the road construction work.

"Only small portion of road in between Vatika Chowk and NH-8 was left out, from today we started the work to complete the remaining work," said HUDA administration Yashpal Yadav adding that very positive about fulfilling their commitment to make this road operational by mid-September. He said completion of this road will improve connectivity of Golf Course Road, Faridabad Road, Sohna Road and nearby areas with NH-8 and it will reduce traffic load on Delhi-Gurgaon expressway.

The move is expected to boost the real estate industry in Gurgaon as many commercial and residential projects are being developer along the SPR. The completion of this road is also expected to improve connectivity of new Sectors 58-80, developed along the SPR, with rest of the city and NH-8.

Ashish Jerath, Head Sales, Emaar MGF Land Ltd., who has project along SPR, said, "Opening of SPR will be positive for residents of Gurgaon and it will fill one of important gaps in connectivity of new Gurgaon sectors. Its opening is expected to decongest Sohna Road and provide connectivity to several housing projects between Sectors 68 to 77. Some of which have been already been delivered and others are under construction." He said they are hoping that similarly government will focus on filling the critical infra and connectivity by completing NPR.

Along with improving connectivity, today's development also likely to resolve issues related to civic amenities in the sectors along SPR. With the removal of structures from Rambir Ki Dhani Huda will also be able to build water supply lines to Sectors 58-80, where for long, water has been supplied through water tankers as the authority had failed to lay a pipeline due to obstacles in the alignment of pipeline.

Modi Pumps Life into Real Estate Sector; More Liquidity to Ensure Stuck Projects Resume Soon

Prime Minister Narendra Modi-led Cabinet took several measures to revive the real estate and construction sector.

Resurrecting life into stagnant sectors, the Cabinet gave nod to more liquidity in construction projects and faster redressal of disputes.

These measures come as good news for builders as the Cabinet approved release of 75 per cent of the amount in dispute against bank guarantee and provided for a conciliation board comprising of independent domain experts in new contracts.

Finance Minister Arun Jaitley said the construction sector contributes 8 per cent of the GDP and provides employment to some 40 million people in the country.

"There are various challenges before the construction sector and the government has been trying to improve upon the functioning of the construction sector. We have simplified arbitration law so that the process of dispute redressal could be made easier. We have also allowed establishment of commercial court," he said.

Meanwhile, in case of a pending challenged arbitral award by the public body, 75 per cent of the amount will be released to contractor against a bank guarantee. This sum will be used in the projects.

Jaitley said in new contracts, there will be a provision for a conciliation board consisting of independent domain expert who will enter into contractual negotiations if there are changes in commercial circumstances around the project.

Besides, item rate contract would be replaced by turnkey contract and a model draft turnkey contract will be circulated.

Department of Financial Services under Jaitley's Ministry and the Reserve Bank of India will prepare a policy to "deal with those companies which have lot of stressed assets in the construction sector," he said.

These measures will pump in liquidity as well as activate the stranded projects, he said.

Circle Rate Cut in Gurgaon to Boost Property Demand: C&W

New Delhi, June 29:- The Haryana government's decision to cut circle rate in Gurgaon by 15 per cent would help boost property demand and revive sluggish real estate market, according to property developers and consultants.

The state government yesterday decided to reduce collector rates of immovable property in Gurgaon by 15 per cent in view of decrease in property prices in the last few months.

"The Haryana government's decision to cut circle rate for the first time ever by 15 per cent would act as a catalyst for revival of the real estate market," property consultant Cushman & Wakefield said.

This shows that government has recognised the existence of a sluggish real estate market, which has seen prices being cut by developers seeking to push their sales, it added.

"The cut in rate would reduce the outgo on part of homebuyers and developers, and act as a catalyst for more property purchases," C&W said.

Homebuyers would now face reduced burden of stamp duty, registration charges and property taxes. Since the circle rates cut applies to commercial properties too, developers would also be benefited as stamp duty, fungible FSI and TDR are determined by circle rates, the consultant said.

Sare Homes Managing Director Vineet Relia said reduction in collector rate would help improve investor sentiments in the real estate industry in Gurgaon.

"As we have seen, market rates in Gurgaon have decreased over the years but the collector rates continued to be high thereby leading to reduced interest from buyers. However, with the rate cut, all stakeholders are expected to benefit," he added.

Yesterday, Gurgaon Deputy Commissioner T L Satyaprakash had said the collector rates have been reduced on the basis of rates prescribed recently for registration of property, market rate and rates of plots and flats fixed by private builders in Gurgaon district.

बेसमेंट समेत बना सकेंगे पांच मंजिला मकान, फ्रंट वॉल बनाना जरूरी नहीं

यानी अब हुडा, नगर निगम, टाउन एंड प्लानिंग, एचएसआईआईडीसी (हरियाणा स्टेट इंडस्ट्रियल एंड इंडस्ट्रीज डेवलप कॉर्पोरेशन) से प्लॉट खरीदने पर उसके निर्माण के िलए एक ही नियम कानून बनाया गया है। जिसका नाम यूनिफॉर्म बिल्डिंग कोड-2016 रखा गया है। अर्बन लोकल बॉडीज डिपार्टमेंट (यूएलबी) ने एक जुलाई से इसे पूरे हरियाणा में लागू कर दिया है। अब प्लॉट किसी भी विभाग से खरीदें, लेकिन उस पर कंस्ट्रक्शन के लिए नॉर्म्स सभी के एक समान होंगे। नए िबल्डिंग कोड के तहत लोग अपने प्लॉट पर बेसमेंट स्टिल्ट पार्किंग के साथ 15.5 मीटर ऊंचाई तक पांच मंजिला बिल्डिंग बना सकेंगे। नए कोड के तहत एफएआर (फ्लोर एरिया रेशो) में भी बढ़ाया गया है। अगर कोई अपने प्लॉट में वाॅटर रिसाइकिल प्लांट, गारबेज रिसाइकिल प्लांट या फिर सोलर प्लांट लगाते है तो एफएआर में और छूट मिलेगी। 

बेसमेंटको रेजिडेंशियल एरिया की तरह कर सकेंगे डेवलप: यूनिफॉर्मिबल्डिंग कोड के तहत रेजिडेंशियल एरिया के सबसे अहम बात यह है कि मकान की बेसमेंट में निर्माण कर उसे रेजिडेंशियल यूज कर सकते हैं। इसके लिए आपको संबंधित विभाग से परमिशन लेनी होगी। नियम के मुताबिक बेसमेंट के लिए एफएआर प्लॉट के मुताबिक 70-80 प्रतिशत होगा। साथ ही बेसमेंट को डेवलप करने के साथ उसमें वेंटिलेशन, फायर फाइटिंग टुलू पंप की सुविधा किए जाने का प्रावधान दिया गया है। पंप से आपातकालिन परिस्थिति में पानी निकाला जा सकता है। 

रेजिडेंशियल, इंडस्ट्रियल, कमर्शियल, ग्रुप हाउसिंग को मिलेगी छूट 

यूनिफॉर्म िबल्डिंग कोड बनाकर लोगों से मांगे गए थे सजेशन्स ऑब्जेक्शन्स 

लोगों के सजेशन्स के बाद िबल्डिंग की ऊंचाई में किया गया बदलाव 

रेजिडेंशियल, इंडस्ट्रियल, कमर्शियल, ग्रुप हाउसिंग के लिए नए िबल्डिंग कोड के तहत एक एफएआर में रिलेक्सेशन दिए जाने का निर्णय लिया गया है। इसके तहत िबल्डिंग में वाॅटर रिसाइकलिंग प्लांट, सोलर पावर प्लांट गारबेज प्लांट लगाना होगा। इन चीजों के आधार पर नए िबल्डिंग कोड एक तहत उक्त प्लॉट अलॉटी को एफएआर 54 फीट की रिलेक्सेशन छूट के तहत दिया जाएगा। 

हरियाणा अर्बन लोकल बॉडीज डिपार्टमेंट के एमडी समीरपाल सरो ने बताया कि जून के पहले हफ्ते में यूनिफॉर्म बिल्डिंग कोड-2016 बनाया गया था। लोगों सजेशन्स ऑब्जेक्सन्श मांगे गए थे। लोगों की राय के आधार पर उसके बाद बिल्डिंग कोड में बदलाव भी किए गए। यानी यूनिफॉर्म बिल्डिंग कोड-2016 अब एक जुलाई से लागू कर दिया गया है। 

जून के पहले हफ्ते में बनाए गए यूनिफॉर्म िबल्डिंग कोड-2016 में रेजिडेंशियल एरिया के मकान की ऊंचाई 14.5 मीटर से बढ़ाकर 16.5 मीटर की गई थी। इसकेे बाद लोगों के ऑब्जेक्शन्स पर उसे घटाकर 15.5 मीटर कर दिया गया। इसके अलावा कुछ और मुद्दों पर लोगों की राय के आधार पर उसके अनुसार बदलाव किया गया।

Haryana to Develop New Industrial Township in Gurgaon District

CHANDIGARH:  The Haryana government announced on Sunday that it would develop a new industrial township, spread in over 1,500 acres in Sohna and Manesar areas of Gurgaon, at a cost of $5 billion.

An MoU regarding this was signed between the Haryana government and China Fortune Land Development (CFLD) company in the presence of Chief Minister Manohar Lal Khattar in New Delhi on Sunday.

"The agreement was signed by Managing Director, Haryana Industrial and Infrastructure Development Corporation (HSIIDC), Sudhir Rajpal, and President, China Fortune Land Development Company, Jerry Zhao," a state government spokesman said in Chandigarh.

Mr Khattar said that under the agreement, HSIIDC and CFLD Company would execute the project as a joint venture (JV).

"The Chinese firm would develop infrastructural facilities, industrial units and residential and commercial projects in the township. Industrial units related to automobiles and electronics would be established in this township. "

"These projects would be completed within the next 10 years and would generate employment opportunities for lakhs of youth, besides making available state-of-the-art health and education facilities," he said.

Zhao said that the company had identified required land in Sohna and Manesar area, and hoped that all formalities would soon be completed and work on the projects would begin by the end of the year.

Over the last nearly four decades, Haryana has emerged as a favoured destination for industrial investment, given the proximity of the state's national capital region (NCR) belt to the country's capital New Delhi.

The first big name to establish base in Haryana, Maruti-Suzuki, piloted by Japanese car manufacturer Suzuki was a runaway success in early 1980s.

The big names that have, over the years, lined up to invest in Haryana include automobile giant Suzuki, Honda, Canon, Yakult, Denso, Mitsubishi, Toyo, Daikin, Yokohama, Showa, Nippon, Kansai Paints, Asahi, Stanley and many others.

Most of the investment has been made in Gurgaon district.
